  • HKHA Specification Library 2004 Edition (for New Development Contracts)

    For the "Works Contractors" on the HKHA Counterparty List, the HKHA Specification Library 2004 Edition (SL2004) is now available for download through the COMIS upon logon and by clicking "Specification Library" link at the left frame of the webpage.

    The SL2004 contains the specifications for materials and workmanship to be used for HKHA's new development contracts with tenders due for issue as of 17th December 2004.

    A CD-ROM containing SL2004, together with a browsing system for facilitating browsing and full-content search of SL2004, is also available to the public for purchase at HK$160 per piece. For details, please refer to the HA/HD website.

    Deletion of the Housing Authority Lists of
    (a) Automated Refuse Collection System (ARCS) Contractors;
    (b) Building Contractors in Shopping Centre Improvement (SCI) Category; and
    (c) Materials Testing Laboratories in Categories A, B and D

    Effective from 24 March 2005, the HA Lists of ARCS Contractors, Building Contractors in SCI Category and Materials Testing Laboratories in Categories A, B and D have been deleted.

    Application to the above Lists will no longer be accepted in COMIS.

    Rollout of COMIS IE Version

    To provide greater flexibility to our Business Partners in using COMIS, the COMIS IE version has been successfully rolled out in July 2004. Both Internet browsers IE 6.0.29 and Netscape 4.79 can be used for accessing COMIS. The tentative Roll-out schedule for various types of COMIS users is as follows:-

    Formation of Housing Authority (HA) List of Property Services Agents (PSA)

    The Tender Committee of the HA approved, on 27 January 2004, the consolidation of the three existing HA lists; including
    (a)
    HA Lists of Property Management Agents (PMA) for Home Ownership Scheme Estate
    (b)
    HA List of PMA for Public Rental Housing Estates and Factory Estates, and
    (c)
    HA List of Property Services Companies for Phased Service Transfer Contracts,
    into the HA List of PSA (hereinafter named as the "List"). The HA will normally invite tenders for property services contracts from companies on the List with immediate effect.

    In addition, the Committee also approved the Mechanism for Allocation of Tender Opportunities (To view / open the file, you need Adobe Acrobat Reader) to provide incentive to good performers. Tender opportunities will be allocated quarterly to PSA based on their performance on HA contracts. Competent PSA with good track records attract more tender opportunities.

    Services providers currently on the above existing lists and MBO companies managing a property services contract for a period of over 12 months will be invited to migrate to the List subject to the compliance with the stipulated admission criteria. A grace period of one year will be given to these service providers who cannot meet the capital requirement or minimum number of qualified staff at the time of migration, on condition that they undertake to make up such deficiencies upon successful bidding of any property services contracts.

    Guide to Registration of Works Contractors and Property Management Services Providers

    In order to promote partnering relationship with our business partners, the currently adopted "Rules for Administration" for various Works Contractors' lists have been reviewed and replaced by Part I and Part II of the Guide to Registration of Works Contractors and Property Management Service Providers with effect from 1 January 2004.

    PCICB's Guidelines on Subcontracting Practice

    The Provisional Construction Industry Co-ordination Board (PCICB) has published a guide entitling "Guidelines on Subcontracting Practice". All contractors and service providers are encouraged to make reference to the guidelines in managing matters related to subcontractors.     Proposed Admission Criteria on Ethical Integrity for Property Management Services Providers

    As at January 2003, all Works Contractors, Consultants and Property Services Companies on various HKHA Lists of Counterparties have already had their own Company Code of Conduct for Staff.

    It is planned that Carpark Operators, Cleansing Contractors, Property Management Agents and Security Contractors currently on HKHA Lists of Counterparties will be required to participate in the promulgation of their own Code of Conduct for Staff. Such practice will become one of the criteria for admission and retention to various HKHA Lists.

    We have already completed the external consultation on this mission with the concerned services providers and associations/institutions. Inputs from the industry are being complied by the Department.

    Update on COMIS Rollout Progress

    COMIS Phase I has come into production since 4 October 2002 and the rollout of Phase I to counterparties is anticipated to be completed by the end of this year.

    Since the briefing to Batch 1 counterparties, i.e. New Works / PSC Contractors, on 15 October 2002, over 70% of them have logged in the COMIS. In addition, Batch 2 users, including Maintenance / Shopping Centre Improvements Contractors, PMAs and Carpark Operators, have already received their user ID and passwords, and start to enjoy the benefits offered by the system.

    On 3 December 2002, Batch 3 briefing for Building Services / ARC System / Cleansing / Security / Horticulture Contractors, Valuers for Premium Assessment and Laboratories will be held. By then, about 400 existing counterparties will be able to access COMIS, and the Authority will be able to accept online applications for admission to 15 HA Lists.

    Functions and Phased Rollout Plan of COMIS

    COMIS will be implemented in two phases. Phase I will come into operation in October 2002. In this initial phase, works contractors and service providers will be provided with functions like on-line enquiry and updating of company profile, electronic submission of listing applications and related documents, and electronic communication with staff of the Hong Kong Housing Authority (HKHA) and Housing Department (HD). With the rollout of Phase 2, expected in March 2003, COMIS will provide full-scale service, including additional functions such as enquiry of counterparty's own workload / tendering history and performance records, and on-line application for change of listing status / change of name. It will also be extended to cover goods suppliers. Details of the two phases are as follows:

    Phase 1 - October to December 2002

    Phase 1 Rollout Plan
    Phase 1 of COMIS will be rolled out in four batches covering different types of works contractors and service providers currently registered in our lists. Briefing sessions and creation of user accounts for existing counterparties will be arranged as scheduled below:

    By December 2002, all works contractors and service providers will be able to make use of the functions available in Phase 1 and enjoy the benefits of COMIS.

It wil also be extended to cover goods suppliers. The detailed rollout plan will be announced later.
